Which Oracle Fusion Middleware 12c products have a 14c upgrade path?

If any part of your estate runs on Oracle Fusion Middleware 12c (12.2.1.4), the short answer is reassuring: most components have a direct 14c (14.1.2) upgrade, and it is a product-line continuation, not a rewrite. WebCenter, SOA Suite, WebLogic Server, BPM, ADF, Forms and Reports, Identity and Access Management and Data Integrator all have a 14c release to upgrade into. Only two components in the classic 12c catalogue do not continue and have to be replaced with something else: Oracle BI (OBIEE) and Endeca.

The distinction matters because Fusion Middleware 12c Premier Support ends December 2026 and Extended Support ends December 2027. The planning question is concrete: which of my components upgrade, which do not, and in what order do I move them.

The core: WebLogic, WebCenter, SOA, BPM and ADF

The backbone of most estates upgrades cleanly. WebLogic Server 14c is the anchor: because nearly everything else runs on it, the WebLogic upgrade is usually the fixed point the rest of the sequence hangs off.

WebCenter continues to 14c across Content, Imaging, Capture, Portal and Sites. For document-heavy and AP estates that is the headline: the platform you have run for a decade has a supported forward release, and the WebCenter 14c upgrade guide covers the specifics. SOA Suite has its own 12c to 14c path, and BPM upgrades with it on the shared runtime. ADF has a 14c release too, which matters twice: it is a framework upgrade in its own right, and it is one of the sanctioned destinations for teams rebuilding older Forms applications.

None of these is a re-platform. They are version upgrades within the same product families, which is the reason the 14c line exists at all.

Forms and Reports: a full upgrade, shipped February 2025

Forms and Reports 14c (14.1.2) shipped in February 2025, and it is worth being precise about what it is: a full upgrade from 12.2.1.4 (or 12.2.1.19) to 14.1.2, not a patch set. The release brings modern plumbing, HTTP/2, TLS 1.3 and Java virtual threads among it, and removes the need for database credentials at deployment.

Two mechanics exist for the Forms 12c to 14c upgrade. In-place reuses the Oracle Home: faster, and irreversible without a backup. Side-by-side stands up a new Home so 12c keeps running while 14c is validated; for most teams it is the sensible default.

There are also alternatives to upgrading Forms at all: moving the application to APEX, rebuilding on ADF, or leaving Forms. Be clear-eyed that these are rewrites with their own scope and risk. The platform upgrade to 14c is the fast, low-risk step that buys a supported runway; a rewrite is a decision to make deliberately afterwards, not one the support timeline should force. Identity and Access Management and Data Integrator

Identity and Access Management 14c (14.1.2.1) shipped in March 2025 and bundles OAM, OIG, OUD and OID on WebLogic 14c. The Identity Management upgrade is the one most often left out of the plan, and it should not be: identity fronts everything else, and it gets one of the longer support runways in the 14c line.

Data Integrator (ODI) upgrades from 12.2.1.4 to 14c through the Upgrade Assistant. The operational flag: the ODI repository upgrade is irreversible, so a verified repository backup is part of the runbook, not an afterthought.

The two exceptions: Oracle BI and Endeca

Oracle BI (OBIEE) 12c has no 14c release. The forward path is Oracle Analytics Server (OAS), the on-premises successor, or Oracle Analytics Cloud (OAC). This is more time-sensitive than the rest of the list: OBIEE 12c's own Extended Support window closed in August 2025 according to the published policy at the time of writing, so if reporting still runs on OBIEE 12c it is the component to schedule first. Endeca is the other exception. It has no 14c release and no successor product. Teams running Endeca-based search or experience management should treat replacement as a separate initiative on its own timeline, evaluated against current search and content options. There is no like-for-like Oracle destination to upgrade it into.

How to sequence the work

Put the map together and a natural order falls out. WebLogic anchors the platform. WebCenter, SOA Suite, BPM, ADF, Forms, Identity Management and ODI each have a supported 14c upgrade to slot in behind it. The two that need a different plan, OBIEE and Endeca, should be identified up front and scoped as replacements, not discovered mid-programme, and OBIEE usually belongs at the front of the queue.
